Jill Smith has been with the Harbour since 1996 and became the HSEQ Manager in 2002. Jill is responsible for developing and maintaining all systems and procedures relating to health and safety, environmental and quality within the Harbour. As Clerk to the Harbour Commissioners Jill also deals with all matters relating to meetings and correspondence of the Board.

Gavin Duthie – Convenor
For some time now, Gavin has made a valuable contribution to our Board as Commissioner and became Convenor in December 2024.
His experience within the family fishing business as Skipper of the Sunbeam FR487, combined with his naval architecture and marine engineering expertise, have done much to help guide the development of our Harbour Development Masterplan, in terms of vessel requirements and environmental impact.

Now in her third term as a Fraserburgh Harbour Commissioner, local councillor Doreen Mair has been an ambassador for the Masterplan since its beginnings and has been shaping our strategy and outlook since she joined in 2017.
Coming from a farming family and having worked in the oil and gas industry, Doreen is continuously expanding her expertise in the array of industries Fraserburgh has to offer.
An advocate for the town and region’s economic and social development, she understands the business case for Fraserburgh Harbour and the benefit it will have on the north-east.

Neil Kindness - Finance Convenor
Raised in Fraserburgh, Neil comes from a Macduff fishing family and began his career as an accountant in the oil and gas industry in Aberdeen.
Neil has four decades of experience in corporate banking. Currently, he has a financial consulting business, focusing on an altruistic approach to funding solutions. This wealth of experience combined with his local roots make him an excellent addition to our Board of Commissioners.
Alex Pirie
Alex Pirie
Born and brought up in the Fraserburgh area, Alex Pirie naturally has a vested interest in the town and is motivated to do what he can to support the sustainability of the Harbour through effective strategy, performance and governance. With a career spanning oil and gas, he sees similarities between Harbour operations and those of the energy sector. Alex’s life-long links with the town mean that he truly understands the Harbour and its importance to the town.
Brian Mercer
Brian Mercer
An aeronautical engineer and senior officer in the RAF prior to joining the oil and gas/offshore energy industry, Brian’s engineering background and his commercial, safety and risk experience combine to create a skillset of significant value to Fraserburgh Harbour, as we continue to drive our ambitious development strategy forward.
Having previously assisted with the Ports of Inverness and Cromarty Firth’s successful bid for Green Freeport status, Fraserburgh Harbour’s development plans genuinely grabbed Brian’s attention as a project which has the means to make a real and lasting difference.
Jonathan West
Jonathan West
Jonathan, who trained as an accountant joined the Board in 2025. Joining Westward Fishing Company as Manager seven years ago, Jonathan combined his commercial acumen with his inherent understanding of the fishing industry gained from several generations of his family.
It’s important to Jonathan, both personally and professionally, to see the fishing industry at Fraserburgh Harbour thrive and develop in tandem with diversification into other industries.
Donald Cameron
Donald Cameron
Donald Cameron joined as a Commissioner in 2024, bringing his vast civil engineering experience to the role. Whilst his career has seen him manage major maritime construction projects across the globe in countries as diverse as Sri Lanka, Angola, Croatia, Vanuatu and Brazil, it has its roots firmly in the north-east of Scotland.
Even closer to home, Donald was appointed as Resident Engineer for work undertaken on Fraserburgh’s harbour entrance development and the Balaclava Harbour deepening project back in 1976, as well as being responsible for supervision of the construction of the storm gates at the Faithlie basin.
His technical knowledge, maritime expertise, community liaison track record and familiarity with Fraserburgh Harbour are invaluable.
Alistair Mackenzie MBE
Alistair Mackenzie MBE
Alistair Mackenzie MBE has built a successful career in the maritime and energy sectors and has been a Commissioner of Fraserburgh Harbour since early 2026. He joined the Merchant Navy and worked as a shipsmaster before transitioning into the energy sector.
Former Chairman of the board of the Port of Aberdeen, Alistair brings extensive experience serving harbours in the northeast of Scotland. He most notably helped shape Aberdeen’s South Harbour Development. Alistair was appointed an MBE in 2026 for his contribution to the maritime industry.
Karen Paterson
Karen Paterson
Karen is well-known to Fraserburgh Harbour, having previously served as a Commissioner for nine years until 2021.
Following a break from those duties, she returned in 2026, to once again give the Harbour the benefit of her extensive legal experience. Having practiced law in her home town for many years, Karen, who is now retired, knows that the Harbour is “the lifeblood of Fraserburgh” and that its impact on the economic climate of the town is fundamental. Her legal experience and expertise play an important role as we continue to ensure a sustainable future for the Harbour.
George West
George West
George has been active in the fishing industry since the age of 15, achieving his Class 1 Fishing Skipper qualification in 1999. Today his work spans the fishing industry and offshore wind, and he serves as Chair of the SWFPA Joint Committee: Inshore & Nephrops.
His ambitions for the Harbour centre on delivering Phase 1 – the North Breakwater extension. He sees this as a major win for the Broch: a development that would allow fishermen to make far greater use of the Harbour, open the door to welcoming new industries, and lay the foundations for the long-term success of Fraserburgh, alongside further growth and expansion of the town's infrastructure.
Callum Milne
Callum Milne
Whilst he originates from Fraserburgh, Callum has spent much of his career overseas in the oil and gas industry, focused on onshore and offshore new build or brownfield facilities projects – a focus which switched to renewable energy on his return to the UK.
Fraserburgh is a town he is still passionate about, and when the position for a Board Commissioner became available, he saw this as the perfect opportunity to get involved, drawing upon his experience to contribute to the development of the Harbour and its impact on the town.
Commissioners
The Fraserburgh Harbour Revision (Constitution) Order 2012 established the following constitution:
- The Board consists of 12 unpaid members, one of whom is a salaried employee.
- Board members are appointed directly by an Appointing Body through an openly advertised recruitment and interview programme.
- Candidates are assessed using criteria established to achieve and maintain a balance of Board membership in terms of skills, experience, local knowledge, specialties and demographic balance. However, the overriding principle is to maintain a Board that is fit for the purpose of running the port as per Modern Trust Port for Scotland, Guidance for Good Governance.
- Appointing Body, consisting of the Convenor (unless the Convenor has made an application), a person who is not a Commissioner but is nominated by the Commissioner and an independent person appointed by the Commissioners, will short-listed candidates, interview and make appointments accordingly.

Ports & Marine Facilities Safety Code (PMSC)
The commissioners or trustees of Fraserburgh Harbour Commission are collectively and individually responsible for the proper exercise of the authority’s statutory duties. It follows therefore that they are severally and collectively, the “duty holder” as defined within the PMSC (Part 1) and as such are responsible for ensuring that the Harbour Authority discharges its duties properly.
Board members may not abdicate accountability on the grounds that they do not have particular skills. They retain strategic oversight and direction in all aspects of the Harbour. They shall ensure that all powers are discharged but not exceeded. The Duty Holder must ensure that the organisation complies with the Code.
An external audit by the Designated Person (Richard Vaughan of ABPmer) conducted in November 2025, confirms that FHC complies with Code.
